[AndyB] Signature by user group 1.2

Allows showing signature by user group permission.

Use this add-on as an incentive to have members upgrade their account. Upgraded accounts can then show their signatures below each post authored and their profile about page.

Select "View" for each user group you want to allow showing their signature below each post they author.
